I already tried with VCDGear &IsoBuster. VCDGear just hung, and IsoBuster just kept on trying to read the bad sector/track over &over, even after I asked it to ignore the read error.

Any suggestion is appreciated, thanks in advance.

OK here are two things you can try...
    1) get some spray on furniture polish and gently polish the
VCD from the center out to the edges all around the disk.
Then try to play/copy the thing.
If that does not work try this:
    2) Do the same thing with tooth polish but very gently as it it
abrasive. It will eventually destroy the VCD surface. yuo really have to be careful.

    Good luck!

bithead9, thanks. I already tried that too, no luck.

I really don't mind if I lose some of the data or video frames here as long as I can extract most of the mpeg file. DVDDecrypter is pretty good at ignoring read error if it has to, so I even used DVDDecrypter for this, but unfortunately, DVDDecrypter can only do DVD, not VCD. Does anyone know a VCD tool similar to DVDDEcrypter but handles VCD?

  4. If all else fails you could use CamStudio to capture what you see on your software player, that is if it will play.

MOVIEGEEK, thanks for the suggestion, my SW VCD and DVD/VCD standalone players hang at the scratched spot, which is why I want to recover/backup as much as possible.
