DVDPatcher is great for MPEG-2, but was clearly not designed to patch the headers in MPEG-1.

I don't even think that MPEG-1 *has* an aspect ratio tag, since every time I've loaded good MPEG-1 files into DVDPatcher, the aspect ratio shows up as a few garbled characters...

  2. Use SVCD2DVD to patch MPEG-1 files (from a VCD?).

Well, VCD resolution (352x240 and 252x288) is already a DVD compliant resolution, so I generally have no need to patch the resolution of MPEG-1. I have, on on odd occasions, wanted to patch the framerate though...and this is something that SVCD2DVD does not do.

Imagine, for instance, that you downloaded a screwed up VCD that is 352x240 and 25 fps. This VCD could be fixed by patching the framerate to 23.976 and then stretching the audio (using GoldWave) by the ratio 25/23.976. In this way, you create compliant NTSC VCD that can be authored to DVD *without* re-encoding the video.
