PAL AVI to NTSC AVI?

I have been looking around the forums and guides and I see a lot of pal svcd and pal vcd to ntsc but I cant seem to find anything to go from pal avi to ntsc avi.

Is there an easy and painless way to do this?

Once its converted I will use tmpgenc to make it into a dvd which is easy to do.

1. Use tmpgenc and convert the video to DVD 23,976 with 3:2 pulldown playback under Settings->Video and be sure to select Do not frame rate conversion under Settings->Advanced.
2. Convert the audio to mp2,pcm or ac3 with besweet and select 25 fps to 23,976 conversion.

Author the video and audio.
