I live in the USA, so everything I do is in NTSC. My brother, however, lives in Malaysia which is a PAL format country. I was going to send him a DVD of my kids, but I'm not sure if I should author in PAL or NTSC.
In many other posts, the concensis is that most European players will play both PAL and NTSC, so would that also apply to Malayasia?
My concern is that I can't test a PAL DVD to make sure it works, and if he can play my NTSC DVD in a PAL country, then I would rather send him a disc that I know works correctly.
Any thoughts?

Generally speaking most DVD players will read PAL or NTSC (even US ones), but most will not convert the signal on the fly for you. So you still need a NTSC or PAL TV to view the picture.
You should call and ask your brother, but my quess is that if you give him a NTSC DVDR he'll have no trouble playing it. On the other hand, if you've captured home movies following the NTSC standard, and they try to convert/author them as PAL... that's asking for a LOT of headache/problems. -
Yep agree with Vejita-sama
practically everything in Asis ( and this extends to here in Australia) is multi-format
In fact you have to look really really hard to find a single format only DVD player or TV
I don't think he will have any problems playing whatever you send him
