    Is there a software out there that would allow me to scan for video not by channel number but by frequencies, for example if I would want to scan air for any video on range from 20MHz to 500MHz ( as an example )

    Just a guess, but I really doubt it. There are a few settop converter boxes that allow you to shift the frequency slightly, but nothing that I am aware of that would let you 'tune' the full spectrum. RF TV frequencies and channels are set by the national governments to prevent 'out of band transmissions'. That being said, cable TV uses frequencies and channels different than over the air channels. Not sure what you have in mind, but most TV tuners I have seen will tune all the channels available to the public.

    You might be able to build something yourself. Try asking the gurus at Radio Shaq, or maybe even head to your local college/university and find an engineering student/geek to recommend something.
