Cannot achieve TV-OUTPUT?

I have come accross a problem. I have the right wires for the job but I cannot seem to find anywhere within Windows showing where the TV-OUT function actually is. I have a TV-OUTPUT portal at the back of my CPU. But I cannot find the function that my friend uses. Where he checks through the Display mode/settings/advanced and output where you are able to choose between Monitor and TV-OUT?

So im guessing if i have TV-Out then it should be situated within the same settings?

Including your video card and OS info would have been helpful for a specific answer...

Failing that, there's TVTool, and it's usually better than your video card drivers at managing video output, as long as it supports your card.
