I love Tmpgenc, free, option filled and reliable. However I keep running into small issues.
Mainly: Tmpgenc seems to add 'extra' size to files. I use a bitrate calculator to ensure that my files are the right size, then other programs assume the file is much larger then it should be.
Nero and VCDEasy will tell me that the disk is MASSIVLY over size, upwards to 150mb oversized, then I can load the exact same mpegs into DVD-Lab, and they fit nice and snuggly.

No, no, I am encoding the files correctly... The average bitrates are correct, it's just that certian programs 'think' the file is better then it should be, and others don't. So some programs think I'm filling 80 or so mins of data on them, while Nero will tell me that the disk will be 100+mins and freak out.
I'm not using a bitrate that's actually to high, I'm sure of that. -

If your making an mpeg1, then the bitrate may not be what you told it to encode at. I know you said your sure about the bitrate, but i had a similar problem and all i needed to do was change a setting in the video tab under advanced settings in tmpgenc to mpeg non-standard, not for sure if this applies to your situation but just a thought.
