Hi! Does anyone know how to create DUAL SOUND VCD?
As in when i select LEFT channel, is english..
Right channel is Chinese...
Please advice..

Sure
It is definitely possible and done.
First demux the mpg file to get the mp2 audio. TMPGEnc could be used for demux.
Next get the wav file from the mp2 file.
Next use an audio editing program to remove one channel and substitute with the mono second language audio.
Finally recreate the mp2 file with channel-1 containing one language and channel-2 with the second language.
Lastly remux the new mp2 with the mpv (video) file to get back the new mpg and burn it to the disk. -

And also..... is there a way to like compile the two channels ( original ) into one channel? I dont think i want to delete the Right MONO off..

This is similar to making a karaoke VCD where one channel is music + vocal and the other channel is music only. This guide is old but should give you a general idea

vcd officially supports two mono tracks or one stereo track. If you look back at old posts you will see how to make it. (less and less people make vcd nowadays, the knowledge is dying with the old ones :P )

The tools available for doing 2 mono tracks are not as easily available nor as popular as the one which support 1 2channel track. If you do encode a 2-channel track, I would suggest using "Dual Channel" encoding as opposed to "Joint Stereo" or "Stereo". Some VCD/DVD players recognize the dual channel stream as such, and make the switching between channels easier.
AFAIK, BBMPEG should be able to mux 2 mono tracks with video if you really want to go that way. I'm not sure how well VCD/DVD players support this type of setup.
