Would updating your video driver help with capturing video? If so does anybody know any good video cards out there?

If you have one of the ATI All In Wonder cards, then yes. The video and capture drivers are designed to work together.
If you have separate video and capture cards, I don't think the video driver would cause much of a problem. Unless the video driver has a major DirectX issue. -
Depends on what you mean by "video driver." Most video cards make calls to DirectX either to display or capture video on a Wintel system, so upgrading DirectX if you have an older version will definitely and noticeably improve your system's performance for both display and capture of video.
If your video capture card is the one you're talking about, definitely upgrade to the latest capture driver available. Otherwise, as mentioned, upgrading the driver of a simple video display card that doesn't do capture probably won't change anything.
