CCE is the best for quality and speed (big speed difference!).
TMGPEnc is best if using filters such as resizing, noise reduction, etc.

CCE is the best in quality at low average bitrates. But you may want to use some more passes, so the speed difference isn't that big compared to TMPG.
I don't recommend TMPG to resize, but Avisynth or VirtualDub.
But sure, you can use TMPG's filters and cce encoder.
DVD2SVCD uses the CCE encoder too, but using this all-in-one tool you loose the flexibility of the several tools. I prefer to use every tool as a standalone one.
The easiest to use is probably TMPG.

My vote goes to TMPEGenc 12H and only 12H
For re - encoding, is the best solution.
    (sat rips/DVD rips/Divx to (x)VCD/(x)SVCD/CVD/sDVD)
For Avi to mpeg, cinemacraft and TMPEG 12H are equal. Expecially if you know to set right TMPEG....
Cinemcraft is faster of course, but TMPEG overall is better.
The main problem with TMPEG is I thing with Interlace/De-interlace filters. They need work. With Cinemacraft, the interlace thing works much better. And this is important to avi sources.

  9. hmm, why ONLY 12H? give us some insight on why 12H is superior to all other versions. You say 'Expecially if you know to set right TMPEG.... '. Give us some insight into the settings you use! ive looked ALOT into that myself and ive found alot of alternatives, but input would still be good!
