If you want it to be DVD-compliant, it needs to have the IFO/VOB/BUP files. Unless you have a player that plays VOB or MPEG2 directly, then you will have to "author" the VOBs to compliancy.

If your .vob files are all properly joined, which they should be, you can use ifoedit to create your .bup and .ifo files from your .vob files. Just open the program, click on create ifos, and follow the instructions. You can find guides for ifoedit both on this website and on the doom9 website.
