It would seem like there should be a software tool that would easily accomplish converting whatever source FROM WIDEscreen/FULLscreen TO FULLscreen/WIDEscreen. I am totally confused by FRAMESERVING, FRAME RATE CONVERSION and whether this is required or not. My thinking is that this could be the only function of this software tool. Now does this exist or does some programmer have to go away for a year or two and create this invaluable tool???

well - right now everyone has to use a special tool called the
"cerveau" to do this as there are several variables in aspect ratios and file formats.

what is this "cerveau" tool you mention? Did a google search and found everything from writers and cafe to porno. But not a frame conversion tool.The more I learn, the more I come to realize how little it is I know. -
Why don't you tell us what you want to do ? Maybe someone can tell you how. You need to think a little more. You are mixing unrelated subjects.
Probably all the fumes from the paper plant. -
