.mpa files and loopin audio

i have ulead moviefactory and there isnt enough good background music to pick from so i figured id make my own... movie factory want .mpa files...
one thing if i get a wav or mp3 how do i change it to mpa? in tmpgenc i can extract audio with the audio only buttom but it goes to mp2, i need .mpa

also what do i need to make the audio loop over again? what free program

.mpa and .mp2 are the same thing, just change the file extension.
