Just curious as to how accurate all the claims I keep reading on various websites that the only places in the world which use NTSC are Japan & USA are.

If Canada & Mexico are also NTSC, then clearly they're wrong.

Are there any places (excluding far flug US military bases like Diego Garcia) outside of NA, Hawaii or Japan that use NTSC?

Although I personally prefer the PAL format,how can compatibility with the Television standard of the number one and two world powers(the U.S,Japan) be considered wrong? Compatibility= TRADE. For viewing films on DVD, the multiregion DVD player renders everything moot.

Having grown up in America(NTSC)...and now living in Germany(PAL)....I can see the difference in PAL. In my opinion PAL has much better colors...if that makes sense to anyone....
Most American DVD players attached to "newer" TV's can view region free PAL DVD's without much problem....but once you get into a regioned PAL DVD....chances are slim.....also based on my personal experiences...
