Daft question maybe, but I was wondering whether it is possible to create a DVD file structure on a CD so that a stand alone machine would read the .VOB file....

Basically Yes, but with a few major restrictions:
Many players won't play this type of media (so-called Mini-DVD)
Just copying ifo's and vob's won't work, you'll need DVD authoring software (DVDit for example) to make your mini-DVD.
