How to set a harware read/write CD-RW speed limit?

I have a LiteOn 52x32x52x CD-RW drive and I want to limit the read/write speed to 16x, and hide the real upper speed limits to the PC and software using the drive. Is there any registry or other settings file where I can force an upper limit on the CD-RW drive speed?
