  1. If the mpeg is capped in 2000 kb, would it be useless to set the maximum bitrate in VBR to anything above 2000?

    You set your average to hit a certain file size. You set your max depending on what your encoding (SVCD would be about 2400 to stay complient, whereas DVD could be as high as 9000).
