    YES

My turn to ask a question.

    Why attempt this futility?

Well since you have only been a member for 3 days, I will give you this advice. Doing this would be an utter waste of time for 2 reasons and you will see why with experience.

    1. Quality would be reduced in the re-encoding process.
    2. You will need more CD's to fit the same file.

There is absolutely no reason to do this.

...unless his player refuses to play VCD, but plays SVCD fine?

You will make the quailty worse, not better.

The only reason to do it is you stand alone player doesn't support VCD, jsut SVCD.

  6. Yeah, but has anyone heard of a player that supports SVCD and not VCD? I mean half the ones that say they support SVCD don't really, and most do support VCD, often times even if they don't say they do, as long as they can read a CD.

Guessing that maybe what you are really asking about is just converting to MPEG II, the question would still come back to why? To make VCDs compatible with DVD media all you have to do is convert the audio, not the video. If you really, really need MPEG II for some reason you can do that, but I wouldn't advise changing the frame size.
