I have been using Nero Vision Express to transcode and burn Avi files to DVD, but the audio goes out of sync. Does anyone know how to put back in sync.

I don't think anyone here will recommend using Nero to encode your avis.
Nero is a generally a good, versatile tool for burning, but the video encoder on it is not really up to much.
You'll get much better results if you use a dedicated encoder.
Popular encoders include TMPGEnc and Cinema Craft Encoder. There are lots of guides and articles on this site about using both of these.
Your audio sync problem is probably less likely to arise if you use a proper encoder - and if you still experience it, there are many many tips about how to fix it on this site. Try reading some guides, and searching in the forum (a lot of people call A/V sync problems lip sync problems, if you're searching).
