I have tons of vcds and I was wordering if I can put them on a few DVD-Rs instead of two CD-Rs each?

you would need a dvd burner... same way that you cant read a dvd in a cd-rom drive... you cant burn a dvd in a cd-rw drive.

the question is - would a standalone DVD player read s/vcd burned on a dvd media. my guess would be no - as far as I know the reason so few stand alone players support cDVD (dvd encoded material on a cdr) is that the decoding is defined by type of media inserted into the player.
Anyway - how much SVCD content could you get on a 4.7 DVDr? -
You can burn VCD video content onto DVD-R, but you'd be authoring a DVD (keep that in mind) so your video and audio needs to meet DVD spec for MPEG1, which for NTSC is 352x240, 29.97fps, bitrate CBR no more than 1.8Mbps, and audio 96 to 384kbps, sampled at 48kHz only.

AntnyMD is right -- you will have to author it as a DVD. If you already have VCD standard MPEG-1, all you need to do is to resample the audio, re-encode and remux it.
clubizarre, you a sort of right but your interpretation is incorrect. The structure of the disc is what is important... but NOT the file structure. Most stand-alone players don't read the ISO file structure of a VCD at all -- they just look at the physical layout of the disc (i.e., they look at defined physical sectors of a disc to look for specific information). The ISO filesystem of a VCD is mostly for the benefit of PCs...
A DVD-R burnt as a DVD video disc IS a DVD video disc. Anything burnt on a DVD-R medium will not be recognised as a VCD. In any case, it is impossible to replicate the physical layout of a VCD on a DVD (DVDs don't contain "tracks".

The DVD player also need to determine what type of media to read (due to the bit density on the media). This is the hardware layer part. The file structure is the higher level layer the DVD player needs to recognize.
