resizing video / aspect ratio

hello,

i have a 640x304 divx video clip i want to append to an mpeg video clip with the dimensions of 352x240. but i need to shrink the proportions of the 640x304 clip to be 352x240 as well.

how would i proportionally shrink the 640x304 clip? i have both tmpgenc and virtualdub at my disposal.

In tmpg under setting you can change to the size desired. If greyed out load unlocked template
