  1. Hey I realise alot of people ask this question and I have scanned alot of posts here and on other sites and the answer I am looking for still eludes me.
    I am wishing to convert a 29fps or 23fps(NTSC) video to a 25fps(PAL) MPEG2. I have managed to do this easliy but the final video is choppy as this is due to cutting or adding the amount of frames per second so I was wondering if there was a way of either converting to PAl where I would not get this chopp playback or ifI could make a region free DVD (using an NTSC MPEG2 video) to play on a PAL Only DVD player. If anyone could assist me in the process ofdoing this if possible and tell me of any links to follow or guides available it would be much appreciated.
    The programs i currently use are
    TMPGenc plus 2.5 (Converting)
    VDub (Audio)
    ULead DVD Movie Factory 2 (Authouring)
    If anyone could tell me if there is better prgrams out there aswell i would be very appreciative.

    The region code and the video format, although linked most of the time, are 2 different things:

    - The region code limits the ability to play a DVD in various zones of the globe. You can play a zone 1 DVD with a zone 1 player (bought in the US for instance) or a multizone DVD player.

    - The PAL/NTSC format applies to the video signal. You cannot play a PAL DVD with a NTSC DVD player as it is the case for most of the players in the US, even if the DVD is multiregion, because the player will not be able to interpret the signal.
    With most European players, where more than 95% of players are PAL and NTSC compatible, you cannot play a zone 1 DVD (bought in the US for instance) unless you have a multizone DVD player. This is because DVD player in Europe are set on Zone 2.
