Still picture from AVI or MPEG file

I scanned the forums but couldn't find an answer to the following (maybe I missed): I wish to extract one (or several) frames from AVI or MPEG files and convert them into still pictures in JPEG or similar format. Can somebody advise how to do it ? I usually use:
Scenalizer to capture from VHS
TMPGencPlus to convert to MPEG
TMPGenc DVD author to author and burn
All work very well.

Vdub will either spit out a series of frames as bitmaps ,
or grab a frame into the clipboard for pasting into something later.
PowerDVD will grab frames .
Probably others too.
