VCD Menu Question

I've searched high and low for a good VCD menu program. I have run out of options. Every one has given me problems so now I am coming to the pro's for answers. I have a SVCD with the VCD header trick. When used in Nero Vision , the audio is off from video but isn't on any other program. I used the most up to date version with the patch. Still no luck. I went from that to DVD workshop and tried to do the same but it re encodes it to bad quality. I did have the do not convert compliant file box checked and re-checked. I check both files with VCDEasy and it confirms the header is on it, but shows it as MPEG-2 when checking properties on DVD Workshop. Any other menu programs to try? I'm looking for a program with still menu background and able to access special fatures by using remote control numbers. Any answers? Thanks so much for any possible help!

have you thought about using VCDEasy for the menus?

there are guides on how to do it under Author over on the left.
