I am making a VCD from a miniDV (NTSC) for use on a computer in Sweden. Do I need to convert to PAL if the VCD is going to be used in a computer or will NTSC suffice?

if its going to be used in a computer, keep it NTSC.
television stardards start mattering when you want to display them on a television. -
I'd guess 99.9% of every standalone DVD/TV setup here in Sweden will play a NTSC VCD with exactly the same success rate as a PAL VCD. It's much more likely that a player wont play VCD at all than that it will play a PAL VCD but not a NTSC VCD
