okay, i have a pal avi that uses the ac3 codec for audio.
i want the svcd in ntsc, so i convert the video file into ntsc 29.976 without any problems.
then i use goldwave to convert the ac3 audio to wav, using the frequency of 44100 hz or whatever (not 48000). after that, i use besweet to covert the audio from pal to ntsc 29.97 fps.
then i use tmpgenc to convert the video into svcd, but when i stop the encoding, then preview the file, the audio is too fast. thus, the audio must be ahead of the video and thus not synchronized.
what do i do to fix this?
