I'm new to ripping DVDs and I'm wondering how to create a VCD with english subtitles when ripping a foreign movie.

Rip the subs from the DVD with SubRip to .ssa (SubStation ALpha) format.
Make a DVD2AVI project for your VOBs, (making a movie.d2v file).
Run vfapiconv on your d2v file to make a "fake" avi from the d2v project (creating a movie.d2v.avi file).
Laod this
Frameserve movie.d2v.avi using VirtualDub, while adding your subs using Avery Lee's subtitler filter, to TMPGEnc.
