What authoring program did you use that only created the bins, without the ques? I know you didnt download a movie illegally and are asking us how to help you finish with your piracy, so let us know what steps you took in creating it and we can help you out.
Ejoc's CVD Page:
DVDDecrypter -> DVD2AVI -> Vobsub -> AVISynth -> TMPGEnc -> VCDEasy
DVD:
DVDShrink -> RecordNow DX
Capture:
VirualDub -> AVISynth -> QuEnc -> ffmpeggui -> TMPGEnc DVD Author -
You can write your own .cue for the bin files using notepad,below is how it needs to be writen for an svcd simply change the first line of the example to match the directory/location and filename of the bin files then save it in the same directory using the same filename as the bin files eg: "filename.cue" , select all files in the save as type dropdown.
you will now have a cue file for the bins and you can burn them with cdrwin or nero.
here is what your cue file should look like in notepad (this is a standard (s)vcd cue file
