Are you sure you even need to convert? Most UK players/TVs play both fine. :c)

Just tried Sefys guide to dvd rip/copy/author
the resulting dvd has the lip sync out a cuople of
seconds
Anyone advise where i may be going wrong

I Don't think you need to do any conversion to PAL as most if not all of the DVD Players in PAL regions do a NTSC to PAL playback.

Here's the simple solution to your problem.
Take your NTSC DVD and put it into your PAL DVD player.
Press play.
