What is the best tool to adjust the brightness on VCD's?

To adjust the brightness you have to reencode. If you use TMPG, use the basic colour correction filter (advanced tab).

Before you start changing the brightness of your MPEGs, be sure that the gamma of your computer is set correctly first -- i.e., what things look like on your PC will correctly reflect what it will look like on a TV. Most Windows machines have the monitor gamma set too low.
Adobe Photoshop comes with an applet that corrects the gamma of your monitor on load up. There may be other tools available on the net if you search.
