Thats quite normal, and a common problem. Its called overscan and all TV's do it to some extent.
You can fix this when encoding in TmpGenc by using the Video arrange method Center (custom size) and entering a size a few pixels (say 8 0r 10) less than the normal VCD size. The exact amount required to get a perfect fit to your TV screen can only be found by experimenation as all TV's vary.
