How can you slow down the speed of an mpg in order to create a slow motion effect? There must be a way!

There are many ways... almost any video editing program would let you change the speed of the video.
However, there is no way of doing this without re-encoding the MPEG.

You don't have to change the frame rate ofthen the software will have a filter that can do this. I think MovieXone can do this:

that's freeware. Aist as several commerical, freeware, and trail programs you should be able to find something that works. I think MovieDV is also freeware? Forget the links but there's a program Vegasvideo that also freeware and pretty nice.
