can I encode a mpg to another mpg using TMPGEnc?

I have a mpg movie with overly large black bars. The movie looks squashed when played in dvd player. Can I use TMPGEnc to encode the mpg to another mpg and get rid of the black bars? I would also like to make it look like the picture is not squashed.
