  2. You are probably only going to find Zoom and Pan on the high end softwares. Check out Ulead MediaStudio 7. I tried that once after already captured to MPEG2 video and when I zoomed in the quality wasn't very good. If I do it again I woud capture the raw DV to AVI and edit first then render to MPEG2. My experience with this zoom feature is limited so Im not 100% sure it can do exactly waht you want.

  3. Though it has gotten mixed reviews on this site, MovieXone Plus (the paid version, about US $40 when I got it) and zoom and pan either on stills or within video clips. You have to buy the paid version to save to mpg. I think the free trial can save in avi.

    HOWEVER!
    1. The quality you get out depends totally on the resolution of the original still or video clip. When you zoom in or pan across you are either taking 720x480 (or whatever resolution your project is in) out of a source that is larger (like a 1024x768 digital photo, or even higher resolution scan of a print), or the program is expanding your source up to the project resolution and you get blurry or blocky video out of it.

    2. It can take a LONG time to encode, because what you're doing is pretty complex, especially if you're zooming and panning across a video clip.

That said, it can be done for a relatively low cost.

Vegas Video can do this easily, but it's not cheap.

  5. Any editing software with keyframable motion effects should work. Very easy to do in supporting apps. Premiere, Mediastudio Pro, the aforementioned Vegas, etc. Again, the resolution of your image is important, so make sure to scan that sucker in at a high resolution!

If you can't get access to capable software, here's a workaround (though not as cool or visually impressive)- just scan your image in at a high resolution and then crop it a couple of times to the points you'd like to focus on, and fade in from each image to the next. Hopefully though you can get your hands on some good software. My vote? Hands down- Premiere Pro.
