  1. Can a .VOB file be burned on a CD and play in a DVD player?
Are there any programs out there that will create and burn the DVD structure from an MPG2 file onto a CD? Is this possible?

It's called MiniDVD and it doesn't work very often. Most players will only recognize the VOB structure from a DVD disk. A CD Disk triggers different hardware (SVCD/VCD) actions. Try it and see. You can usually only fit 20 minutes or less on a miniDVD. Even at 1/2 D1, you would have to use a pretty low bitrate to get a 1 hour TV show(48 minutes) on a disk. SVCD gives you much better compatability, for the same encoding effort.

  4. As an SVCD yes, just putting a VOB file on the disc probably won't cut it. The DVD player will expect certain things from a DVD. Since it uses a different laser, the disc probably won't be read.

  5. I made a miniDVD the other day, just to see if it would work. It wouldn't play on anything (except a computer.) I have several DVD players around the house:

    2 Panasonic
    2 Apex
    1 Initial portable (Walmart)

Most things I make (VCD, SVCD, DVD-video...etc) will play in at least some of the above. But the miniDVD wouldn't play in anything except a computer.
