question about resolution in a dvd authoring...

Well, i have a vob file, i want to reencode to mpeg2 but with a lower bitrate so its size become lower, my question is:

What format and resolution for example to 2150 cbr:

1. DVD mpeg2 374x576
2. DVD mpeg2 704x576
3. SVCD 488x576

Its important the final quality among 3 options. No matter svcd it is not dvd compatible format, it doesnt matter.

where i said DVD mpeg2 374x576 ---> DVD mpeg2 352x576

For 2150 cbr would I use 352x576. Not any higher.
