I encoded an avi file with tmpgenc using the dvd pal option. The output file is an mpg file. My dvd software is looking for .ifo files so i cannot reproduce the output file to my pc. How can one create the hole dvd file structure with tmpgenc?

You have to author the DVD with authoring software. Just converting a file into mpg is not enough. Check out tools on the right for one that suits your needs. Also, look at the DVD authoring guides.
