Are there any prorammes in which you may load a divx or mpeg file so as the programme to show you the average bitrate of that specific file ?

Just open the file in media player and choose properties. You can also d/load "MPEG Properties" under the "Tools" link to the left.

This is a MPEG bitrate viewer. You have to load a Video stream (m2v, mpv).
If you use CCE, you can use the advanced settings after creating the video information file (.vaf). -
then right click the file and choose properties, the summary tab has the info you want

If you're trying to figure out a DivX file framerate, you could also use VirtualDub, under Video > Frame Rate.
There you also can change it, but then you'll have video/audio desynchronization
