for most of the higher up apps (in this case dvd Maestro), it doesn't require you to, but to have good menus with nice buttons, you usually have to make a psd file with Adode Photoshop. However since everyone does not have that program, their is a small work around.
You can do the same effects as Adode, by using 2 similar jpeg files instead. Just have one as the background and the other as the sub picture. Drag them both onto the same menu block and mess with the color mapping. I did one as a test and i was able to get it so that the text buttons only (actual letters not full block of words) were highlighted for buttons. i do have photoshop but sometimes making the layers with psd files gets to be a hassle, and it was good to see this method works fine as well ---have fun

JPEGS aren't too good for DVD, you're much better off using TIFFS for less artifacting.
