Video Oscillation

I have a JVC GRDVL920U camcorder. When I dump the DV to the computer and play it, it looks good. When I burn (S)VCD's the grass or certain parts of the picture seem to oscillate.

How can this be corrected?

Surely you don't just burn DV to the CD ?
Are there some other steps you might have done ?

I process it with Ulead's Videostudio 7.0. Even using an alternative method yields the same results-Cue/Bin-CDRWIN. This takes place only in certain scenes. Grass sparkles, pebbled walkways too. The rest of the video is fine.
