  1. TMPGEnc does it really well and very accurate but it saves the file as a program stream which mean I have to demultiplex it again to get my elementary stream. AVI MPG Splitter can save to elementary streams but is not as accurate as TMPGEnc, it does not have a frame move button like TMPGEnc does. The timing is not accurate in AVI MPG Splitter.

  3. There is no ES option under MPEG Tools-->Merge and Cut

  4. Yeah I think TMPGenc only cuts PS streams not ES streams.
