I have been using pinnacles instantcopy 7 to compress dvd9s to dvd5s. I like keeping the menus and extra features. Is there a program that compresses better than instantcopy. I don't care how long it takes to compress a video, I just care about quality.

hmmmmmmm, if only I had a $/£ each time this was asked
it's all a matter of personal preference and what you perceive as quality when watching on your own setup and not someone else's opinion from their setup
it all depends on your resources as to what your options are because it start's from being free with DVDShrink and going upto DVD2DVD that uses CCE
must resist!, must resistttttttt!, no can't do it!

2. InstantCopy or DVDShrink, very close call on quality but DVDShrink is very good with Deep Analysis and getting 4.37Gb

try dvd x copy xpress . its the fastest out there copys a full dvd with menus and extras .. cant tell the difference 10/10

If you strip out the menus and extras, or at least convert them to stills (as with DVDshrink), you may be able to fit to DVD5 without even having to recompress, which means ZERO quality loss.
If you still need to compress a little, a transcoding program like DVDshrink is still a great way to go. If you need to do a lot of compression to make it fit (I wont say how much since opinions vary greatly), you might be better off using InstantCopy or CCE/TMPGenc for the recompression. -
I only use DVD Shrink. Maybe I should look into the other proggies mentined here.

The truth is that the best quaility comes from using 'the big3' or varitions of it, ie. reencoding everything. You can sort of side step this by on re-encoding the main movie and transcoding the menu's extras (to save time) but it's still a LONG slow process, with a lot of steps.
Most people one a 'one click' solution. Which leaves you with: IC, DVD2One, DVD Shrink or DVD95copy. In about that order.
However, with DVD Shrinks new deep analysis theres a noticable increase in quaility (butat the expensive of time). It's always about time vs. speed vs. quaility vs. cost. You can pick any one (or sometimes two) but you can't have them all
Personally, for backups <6GB DVD Shrink if over 6GB IC. If I don't care about the extras compress only extras with DVD Shrink or movie only (IFOEdit) then re-encode with CCE. You need to treat each project a little different.
