error in both vdub and tmpgenc (prob solved)

i got a mpeg vids that i want to convert to vcd.

here the prob:

wneh i try to open it in tmpgenc --)error MCMPGDEC.DLL

so i try to open it in vdub --) error MPEG import filter: pack synchronization error

what can i do , what the prob.??
