I'm no expert at this sort of thing, but it looks your dvd player isn't doing the 3:2 pulldown as it should. Is it a standalone dvd player? Software player (version?)? What hardware are you running it on?
If it's a professionally authored DVD, you shouldn't get any sync issues at all, provided the software you are using is of good quality and the machine you are running it on is fast enough. If it's a homebrew encode, it's likely a problem with the encode itself.

If the DVD is "home brewed", try using CoolEdit to open up the audio file. But my question to you is, why are you opening it up? If the audio is simply out of sync, just resync it using VirtualDub. If you know how to "home brew" DVDs, then from VDub frame serve to program that can produce the necessary DVD format, and from there burn your DVD. If you're going to make an SVCD/VCD, frame serve to TMPGenc.
