  1. Does anyone know what software will capture directly to a specified format and do scene detection (either optically or time stamp)?

    What is timestamp scene detection ?

    Some editors and authoring programs will do scene change detection
    which amounts to finding blank spots.

    I don't know what you could do during a capture though.

    Scene changes are typically involved at the codec level, depending on what codec your using to capture TO. For instance, if your capturing to DivX, you can configure the threshold value used by the capture software to decide what is a new scene and what isn't. Try VirtualDub for capturing. Highly configurable.

    I guess you are talking about where the encoders put
    I frames and/or Key frames ?

    Correct. When a scene change is detected, an I-Frame is inserted to better control bitrate, frame dependency, and motion detection. Time Stamp is typically done in the editing stage, for instance, manually telling the encoder to insert a keyframe at frame #12345 or at timestamp 12:34:56 (these numbers and times are of course, examples only )
