Have VOB files...How I authour them WITH new menu?

I see dvd lab does this but I dont have it, does TMPGENC dvd do this?

Or is there an even better way of doing it?

I have 5 vob files (2 movies) and want to put them onto DVDR with a home made menu. I know how to do this if I demux and then use Maestro but I would rather not have to do that.
