  1. I downloaded an anime episode and it has some macroblocks. If I encoded it with Tmpgenc and used Noise Reduction or Soft Noise, will it go away? Also, what is the best encoder for anime?

  2. I also forgot that I want to convert it to a VCD.

Probably not. The output will usually be less quality than the original.

Noise reduction: Noise reduction is useful when encoding from an MPEG source. MPEG adds noise to the picture around sharp edges. A setting of "[Still Picture:2] [Range:1] [Time Axis:2]" is helpful in
removing such noise, but it can slightly reduce detail in the picture without removing all the noise. - mikk

Tmpgenc is a great encoder for just about anything.

No, because Noise Reduction and macroblocks are 2 different things. In fact, sometimes using noise reduction, or using it improperly, can introduce macroblocks.

Tempgenc is great. Keep using it. But you might want to also try Virtualdub for frameserving. There are filters there that can be used besides noise reduction and a lot of people use combinations of filters to help.

You won't be able to remove those blocks - they're there already, but you may be able to smooth them out a bit without smoothing out the entire video too much. It'll depend on which looks better to you.

Lots about Virtualdub in TOOLS & GUIDES. Also do a search on anime in the top right corner. See what combo of filters others are using.
    There's no place like 127.0.0.1
The Rogue Pixel: Pixels are like elephants. Every once in a while one of them will go nuts.
