I wanted to stop other people from copying my Burnt VCD to their PC. What kind of program do I need to use?

There is no way of copy protecting a VCD that is already burnt. If you want to remake your VCD, there are a few simple methods, but they can easily be overcome.
The best copy protection is by not lending out your home made VCDs to anyone else if you are really so worried about copying.

Don't even bother. This is almost a FAQ, and often a target for ridicule. As a matter of academic interest, there are some guides on how to do this, but if you stop to think about it for a while, how can you (a single amateur) expect to stop someone from copying a CD when all of Hollywood and the games industry can't?
You could possibly make it a little harder, but that's all.
