How can I stop a dll file from running for a moment. Windows is constantly using it. I tried to boot into safe mode but its still running it. Is there a way to stop it for close it for a sec?

Which dll and why are you trying to stop it? DLLs don't typically run by themselves; they require a host process to make use of them.
