whenever i use tmpgenc to encode video clips e.g avi or dat files, the output seems poorer quality. I tried selecting Highest quality but it makes no difference because the quality seems the same as Lowest quality.
So anyone knows how to amend this longgg time problem that i encounter all along?

What is your source? Avi can be a lot of stuff, high resolution divx, low resolution divx, captured material and such. Remember, Garbage In Garbage Out, reconverting something will always make it a bit worse.
Are you making VCD,SVCD, DVD or something else? -
i got a video clip that is obvious DVD quality..a music video to specific and i want to convert to vcd. But when i use my pc to watch and compare the avi file (dvd quality) with the mpg file(after encoded), the quality is very obvious meaning the mpg is way poorer than the avi file.

VCD quality is far from dvd quality and converting from an already compressed format like divx makes it even worse (the best is to convert from the dvd source directly).
You could try convert to SVCD if your dvd player supports it and see how it looks like. -
My keyboard and mouse are DVD quality :P
As Baldrick stated - GI GO
DVD quality is MPEG2 @bitrates of 4000 to 9000, 48kHz audio in PCM ,DTS, or AC3. Anything else is a poor substitute.
Good luck with your alchemy.
